80% of Climate Refugees are Women! Taiwan Net-Zero Gender Network Joins Forces with Local and International Sustainability Organizations to Promote Diverse Gender Power in Just Transition

極端氣候可能影響每一個人,但因氣候災害而流離失所的受害者,有八成是女性,在氣候災難中多元性別族群(LGBTQ)的需求,也往往更無法被看見。我們可以怎麼辦?

為了落實「不遺落任何人(leave no one behind)」的公正轉型,並呼應COP 28聯合國氣候峰會期間,超過80個國家發起的「性別回應公正轉型及氣候行動夥伴關係(Gender-Responsive Just Transitions & Climate Action Partnership)」倡議。台灣綠能公益發展協會4月24日舉辦「台灣淨零性別網絡」成立大會,推動淨零公正轉型的多元性別力發展。

國發會龔明鑫主委以及行政院發言人林子倫特別表達支持。林子倫指出,淨零轉型過程加強多元利害關係人參與,是非常重要的行動。他非常樂見這場由台灣綠能公益發展所發起,號召國內外組織所共同成立的「台灣淨零性別網絡」,將有助台灣淨零轉型過程兼顧性別平等及落實公正轉型。


Extreme weather can affect everyone, but 80% of those displaced by climate disasters are women, and the needs of LGBTQI+ communities in climate disasters are often even less visible. What can we do?

To realize a “just transition that leaves no one behind" and to echo the “Gender-Responsive Just Transitions & Climate Action Partnership" initiative launched by over 80 countries during COP28, the Taiwan Green Energy for Charity Association held the inauguration of the “Taiwan Net-Zero Gender Network" on April 24. This network aims to promote the development of diverse gender power in the net-zero just transition.

NDC Minister Kung Ming-Hsin and Executive Yuan Spokesperson Lin Tze-Lun both expressed their support. Lin Tze-Lun highlighted that strengthening multi-stakeholder participation during the net-zero transition is a crucial action. He welcomed the establishment of the “Taiwan Net-Zero Gender Network," initiated by the Taiwan Green Energy for Charity Association and jointly formed by domestic and international organizations, stating it will help Taiwan’s net-zero transition incorporate gender equality and implement a just transition.

串連國際的多元網絡

在海內外串聯的部分,國際間由《聯合國氣候變遷綱要公約》(UNFCCC)九大非政府組織(婦女與性別NGO組織)The Women and Gender Constituency(簡稱WGC)以及致力促進婦女及環境保護倡議的國際組織Urgent Action Fund同時推派代表線上參與。

Connecting Diverse International Networks

For international and domestic connections, representatives from the Women and Gender Constituency (WGC), one of the nine non-governmental organizations under the United Nations Framework Convention on Climate Change (UNFCCC), and Urgent Action Fund, an international organization dedicated to promoting women’s and environmental protection advocacy, participated online.

國內則號召了至少超過20個組織代表及議題工作者共襄盛舉,包含:主婦聯盟環境保護協會、媽媽氣候行動聯盟、SPACC台灣氣候行動永續夥伴倡議聯盟、台灣全齡世代合作協會、串門子社會設計、稚葉社創、國立台南大學性別培力研究中心,以及「CSR@天下」、漢聲電台、介惠社會福利慈善基金會等夥伴組織。

台灣綠能公益發展協會理事長侯家楷表示,該協會是國內首家加入「不平等相關財務揭露框架」(Taskforce on Inequality-related Financial Disclosures,TIFD)的倡議組織。他說,在推動能源轉型的過程中,也關注到性別作為下一步淨零公正轉型議題的重要性,期望這個時間點成立淨零性別網絡是延續這個參與的動能,讓更多S(社會面)的視角可以進入到所有永續發展及ESG的議題當中,刺激更多行動的產生。

Domestically, at least over 20 organizational representatives and issue advocates joined the event, including: Homemakers Union and Foundation, Mama Climate Action Alliance, SPACC Taiwan Climate Action and Sustainable Partnership Initiative Alliance, Taiwan All-Age Generations Collaboration Association, Chuamenzi Social Design, Zhixie Social Innovation, National Tainan University Gender Empowerment Research Center, as well as partner organizations like “CSR@天下" (CSR@Commonwealth Magazine), Han Kwang Broadcasting Station, and Jiehui Social Welfare Charity Foundation.

Hou Chia-Kai, Chairman of the Taiwan Green Energy for Charity Association, stated that the association is the first domestic advocacy organization to join the Taskforce on Inequality-related Financial Disclosures (TIFD). He said that in promoting energy transition, they also recognized the importance of gender as the next key issue in net-zero just transition. He hopes that establishing the Net-Zero Gender Network at this time will continue this momentum of participation, bringing more “S" (social aspect) perspectives into all sustainable development and ESG issues, stimulating further action.

綠色能源工作的性別平等挑戰仍艱鉅

Challenges for Gender Equality in Green Energy Jobs Remain Daunting

台灣綠能公益發展協會創辦人暨秘書長陳惠萍援引國際再生能源總署(IRENA)「太陽光電產業性別觀察」報告(2022)指出,儘管太陽光電產業的女性勞動力佔比(40%)較再生能源勞動力市場(32%)及傳統能源產業(22%)的佔比更高,但女性位居管理職位的比例仍僅有17%,超過半數的女性主要從事基礎行政工作(約佔58%)。

由此凸顯,能源轉型過程帶來的綠色就業機會,但如何進一步突破傳統性別障壁、帶動多元共融的產業發展,仍需更多關注及努力。

陳惠萍進一步表示,為了回應氣候變遷,淨零轉型將帶動再生能源產業成長,2030年將可創造1400萬個職缺。然而,擁有綠色技能、得以進入再生能源產業的男性,其實是女性的3倍。淨零轉型的過程中,也有500萬個與化石燃料相關工作即將流失。在這類傳統能源產業之中,男性勞工大約佔了八成。

該協會副秘書長張寒瑋進一步說明「台灣淨零性別網絡」的具體規劃,並邀請國內組織加入網絡。她說,誓師成立是國內性別回應公正轉型的重要起點,下一步將與參與台灣淨零性別網絡的國內外組織和個人共同制定台灣淨零性別網絡章程和架構,共創並推動淨零性別行動方案,如開發「台灣淨零性別追蹤器」,統整相關指標及數據,提升公正轉型的政策和行動力,擴大改善現有的氣候教育與政策的性別培力。

她期待更多國內外組織可以踴躍參與響應、加入網絡共創淨零轉型與性別平等未來。

Chen Hui-Ping, Founder and Secretary-General of the Taiwan Green Energy for Charity Association, cited the International Renewable Energy Agency’s (IRENA) “Solar PV: A Gender Perspective" report (2022), pointing out that although women’s labor participation in the solar PV industry (40%) is higher than in the overall renewable energy labor market (32%) and traditional energy industries (22%), the proportion of women in management positions remains only 17%. Over half of women primarily hold basic administrative roles (approximately 58%).

This highlights that while the energy transition brings green employment opportunities, further efforts are needed to break through traditional gender barriers and foster diverse and inclusive industrial development.

Chen Hui-Ping further stated that in response to climate change, the net-zero transition will drive the growth of the renewable energy industry, potentially creating 14 million jobs by 2030. However, the number of men with green skills capable of entering the renewable energy industry is actually three times that of women. During the net-zero transition, 5 million jobs related to fossil fuels are also expected to be lost. In these traditional energy industries, male workers account for approximately 80%.

Chang Han-Wei, Deputy Secretary-General of the association, further explained the specific plans for the “Taiwan Net-Zero Gender Network" and invited domestic organizations to join the network. She stated that the inauguration is a crucial starting point for gender-responsive just transition in Taiwan. The next step will be to collaborate with domestic and international organizations and individuals participating in the Taiwan Net-Zero Gender Network to jointly establish the network’s charter and framework. They will co-create and promote net-zero gender action plans, such as developing a “Taiwan Net-Zero Gender Tracker" to integrate relevant indicators and data, enhance the policy and action effectiveness of just transition, and broaden improvements in existing climate education and gender empowerment policies.

She looks forward to more domestic and international organizations actively participating and joining the network to co-create a future of net-zero transition and gender equality.
