Taiwan Enters the Carbon Pricing Era: From the Climate Change Response Act to the 2050 Net-Zero Path—How Youth Can Participate and Create Change
台灣邁入碳有價時代:從《氣候變遷因應法》談起,探索2050淨零之路——青年如何參與創造改變
你是否也曾在課堂、社群或某個演講裡聽過「淨零排放」、「碳費制度」這些詞,但心想:「這跟我有關嗎?」
事實上,我們每天的選擇吃什麼、搭什麼車、投身哪個產業,都將可能受到氣候變遷與淨零政策的緊密牽動。台灣即將邁入「碳有價」時代,減碳不再僅為口號。而身為青年的我們,也應該成為淨零轉型的重要推手。
4月14日,國立台灣大學公共政策與法律研究中心、台灣綠能公益發展協會等單位共同舉辦「與署長有約──氣候法話說從頭」講座,邀請多位專家從產業、社區到青年行動,全面剖析台灣邁向淨零的關鍵路徑與創意行動解方。
Have you ever heard terms like “net-zero emissions" or “carbon fee system" in a class, on social media, or at a lecture and thought, “How does this relate to me?"
In reality, our daily choices about what we eat, how we commute, and which industry we enter will likely be closely tied to climate change and net-zero policies. Taiwan is about to enter the “carbon pricing era," where carbon reduction is no longer just a slogan. As young people, we should become key drivers of the net-zero transition.
On April 14, the National Taiwan University Public Policy and Law Research Center, the Taiwan Green Energy for Charity Association, and other organizations co-hosted the “A Chat with the Administrator—Starting from the Climate Act" seminar. They invited experts from various fields—from industry and communities to youth action—to comprehensively analyze Taiwan’s crucial pathways toward net-zero and innovative solutions.

走向淨零的制度基礎:從《氣候變遷因應法》談起
The Institutional Foundation for Net-Zero: Beginning with the Climate Change Response Act
台灣於2022年公布《2050淨零排放路徑》並於2023年完成《氣候變遷因應法》修訂,將2050淨零排放目標入法,展現政府積極減碳的積極雄心。
2025年台灣碳費制度上路後,國內2.5萬公噸CO2e以上之電力、燃氣供應業及製造業,計281家企業(500廠,占全國溫室氣體總量排放54%)將納入碳費收費對象。業者需於2026年5月依前一年排放量申報繳納碳費。 環境部氣候變遷署蔡玲儀指出,台灣碳有價時代已經來臨。除了以碳費帶動排碳大戶減量之外,政府也透過六大部門減碳旗艦計劃、六大制度創新支持中小企業、住商部門與公民社會共同加速邁向綠色成長及淨零轉型。
Taiwan announced its “2050 Net-Zero Emissions Pathway" in 2022 and completed the revision of the “Climate Change Response Act" in 2023, enshrining the 2050 net-zero emissions target into law. This demonstrates the government’s proactive ambition in reducing carbon emissions.
After Taiwan’s carbon fee system officially launches in 2025, 281 companies (approximately 500 factories, accounting for 54% of the nation’s total greenhouse gas emissions) from the electricity and gas supply sectors, as well as manufacturing industries, with emissions exceeding 25,000 metric tons of CO2e, will be subject to carbon fees. These businesses will be required to report and pay their carbon fees by May 2026, based on their emissions from the previous year. Tsai Ling-yi, Director-General of the Ministry of Environment’s Climate Change Administration, emphasized that Taiwan has entered the carbon pricing era. In addition to using carbon fees to incentivize major emitters to reduce emissions, the government is also accelerating green growth and net-zero transition through six major sectoral carbon reduction flagship plans and six innovative institutional supports for small and medium-sized enterprises, commercial and residential sectors, and civil society.

創新推動力:從科技到社區的多元參與
Driving Innovation: Diverse Participation from Technology to Communities
淨零轉型不僅是政府政策責任,更需仰賴公民與第三部門力量。台灣大學地理環境資源學系周素卿教授以「淨零沙盒」社區試驗場域為例,淨零轉型必須透過公私協力與居民參與,將低碳生活融入日常,並提供科技與制度驗證的平台。
淨零沙盒團隊包含非營利組織、合作社與新創社企等多元組織型態。台灣綠能公益發展協會也是淨零沙盒計畫團隊之一,並結合創新模式幫助文化場域邁向淨零。協會曾在2024年協助台北市木柵指南宮進行碳盤查,讓文化場域了解自身碳排放情形,未來還可以導入「綠電光明燈」。此外,協會過去除了與中信金控及宜蘭蘭陽博物館合作打造淨零博物館之外,也結合淨零沙盒資源製作《博物館淨零指南 》擴大影響力。
這些例子都在告訴我們,氣候行動不僅是只有政府應積極作為,企業、民間團體、個人也都可以扮演重要的角色。
The net-zero transition isn’t solely the government’s policy responsibility; it also relies on the power of citizens and third-sector organizations. Professor Chou Su-Ching from the National Taiwan University Department of Geography, using the “Net-Zero Sandbox" community pilot site as an example, highlighted that the net-zero transition requires public-private collaboration and resident participation to integrate low-carbon living into daily life, while also providing a platform for technological and institutional verification.
The Net-Zero Sandbox team comprises diverse organizational forms, including non-profit organizations, cooperatives, and social enterprises. The Taiwan Green Energy for Charity Association is also part of the Net-Zero Sandbox project team, combining innovative models to help cultural venues move toward net-zero. For instance, in 2024, the association assisted Taipei’s Maokong Zhinan Temple with a carbon inventory, helping the cultural venue understand its carbon emissions and paving the way for the future introduction of “green energy blessing lamps." Furthermore, in addition to collaborating with CTBC Financial Holding and the Lanyang Museum in Yilan to create a net-zero museum, the association also utilized Net-Zero Sandbox resources to produce the “Museum Net-Zero Guidebook," expanding its influence.
These examples clearly illustrate that climate action is not solely the government’s responsibility; businesses, civil society organizations, and individuals can all play crucial roles.

青年如何參與?從個人行動到政策影響力
在論壇的壓軸段落,青年代表黃業棠分享了自己的行動歷程。他原本對氣候政策並不熟悉,某天讀到《Net Positive》一書,開始思考:「我能不能用自己的專業幫社會多做一點什麼?」這本書點燃了他投入氣候倡議的熱情,後來參加論壇、加入倡議團體。
他鼓勵在場青年:「我們不用等到自己變得很厲害、很專業才行動,任何人都可以開始!」
然而,對於多數青年來說,馬上進入政策倡議或談碳費制度可能有點困難,那我們可以從哪裡開始?以下是一些行動建議 👇
How Can Youth Participate? From Individual Action to Policy Influence
In the forum’s closing segment, youth representative Huang Ye-Tang shared his journey of action. Initially unfamiliar with climate policy, he was inspired after reading the book “Net Positive," which prompted him to consider, “Can I use my expertise to do more for society?" This book ignited his passion for climate advocacy, leading him to attend forums and join advocacy groups.
He encouraged the young people present: “We don’t have to wait until we’re experts or highly professional to act; anyone can start!"
However, for most young people, immediately engaging in policy advocacy or discussing the carbon fee system might seem challenging. So, where can we begin? Here are some suggested actions 👇
