From Home to Workplace: How “Female Energy Auditors" Are Becoming Drivers of Net-Zero Transition
你知道嗎?淨零轉型將為世界帶來千萬個「綠色工作」機會。但是,身為女性或媽媽,妳是否曾想過自己也能投入淨零或綠能產業、一起創造永續家園?
Did you know that the net-zero transition will create tens of millions of “green jobs" worldwide? But as a woman or a mother, have you ever considered that you too could contribute to the net-zero or green energy industry and help create a sustainable home?
根據聯合國環境規畫署(UNEP)與國際勞工組織(ILO)的定義,「綠色工作」(green job)係指:「對於環境保護或永續生活有貢獻的職業,包括提高能源效率、維持生物多樣性、限制溫室氣體排放等工作」。[1]
國際能源署(IEA)2021年的《2050淨零:全球能源部門路徑圖》(Net Zero by 2050:A Roadmap for the Global Energy Sector)報告指出,淨零排放將帶動再生能源投資,到了2030 年將創造 1,400 萬個職缺。在開發高效能電器、燃料電池運具,及建築節能改造上,還會額外需要1,600萬個工作者。[2]
Defining “Green Jobs"
According to the United Nations Environment Programme (UNEP) and the International Labour Organization (ILO), a “green job" is defined as “any job that contributes to preserving or restoring the environment, either in traditional sectors such as manufacturing and construction, or in new, emerging green sectors such as renewable energy and energy efficiency."[1]
The International Energy Agency’s (IEA) 2021 report, “Net Zero by 2050: A Roadmap for the Global Energy Sector," indicates that net-zero emissions will drive renewable energy investment, creating 14 million jobs by 2030. An additional 16 million workers will be needed for developing high-efficiency appliances, fuel cell vehicles, and energy-efficient building retrofits.[2]
女性在綠色工作中的機會與挑戰
Opportunities and Challenges for Women in Green Jobs
儘管淨零轉型帶動綠色人才需求快速成長,但性別落差也正在加劇。LinkedIn於2023年所發布的《綠色性別落差》(The Green Gender Gap)》報告顯示,擁有至少一項綠色技能或綠色工作經驗的人可視為「綠色人才」,然而擁有「跨職能」、「能源管理」、「再生能源」等綠色技能的男性卻幾乎是女性的三倍之多(左圖)。
此外,每6位男性就有一位可能進入綠色工作,但是每10名女性才1位有機會成為綠色人才(右圖)。換句話說,仍有十分之九的女性可能因缺乏綠色技能,而在淨零轉型的綠領風潮中被遺落。[3]
Despite the rapid growth in demand for green talent driven by the net-zero transition, the gender gap is widening. LinkedIn’s 2023 report, “The Green Gender Gap," shows that individuals with at least one green skill or green work experience are considered “green talent." However, men with green skills such as “cross-functional," “energy management," and “renewable energy" are almost three times more numerous than women (left chart).
Furthermore, one in six men is likely to enter a green job, but only one in ten women has the opportunity to become green talent (right chart). In other words, nine out of ten women may be left behind in the “green-collar" wave of net-zero transition due to a lack of green skills.[3]

當代社會生活中,女性常常是家裡負責管理及使用能源的人。在許多育兒、照顧家人、準備三餐的時刻,其實都需要使用到能源或電力。但是,在能源產業當中,卻是以男性為主。女性卻可能因為教育背景、社會刻板印象、職場環境(不友善)等因素,使得女性往往難以進入能源產業。
In contemporary society, women are often responsible for managing and using energy within the home. Energy or electricity is frequently used during childcare, family care, and meal preparation. However, the energy industry is predominantly male. Women often find it difficult to enter the energy industry due to factors such as educational background, societal stereotypes, and (unfriendly) workplace environments.

這樣的綠色工作性別落差,特別凸顯在那些承擔家庭照護責任的女性身上。無論是照顧年幼的孩子、年邁的父母,還是日常家務,這些繁重的責任讓她們幾乎沒有時間與精力參與綠色技能的提升或職業培訓。
This gender gap in green jobs is particularly pronounced for women who bear significant family care responsibilities. Whether caring for young children, elderly parents, or managing daily household chores, these heavy responsibilities leave them with little time or energy to participate in green skills development or vocational training.
轉動更多永續女力:台灣淨零性別網絡啟動「女性能源健檢師」培訓課程
Unleashing More Sustainable Female Power: Taiwan’s Net-Zero Gender Network Launches “Female Energy Auditor" Training Program
為了促進性別回應公正轉型,台灣綠能公益發展協會於2024年4月成立「台灣淨零性別網絡」,期許掀起一場性別淨零造浪運動(Gender Wave Net Zero),為這世界帶來一場溫柔的淨零性別平等革命,讓每一位想要投入淨零轉型、氣候行動、綠色工作的女性,都能找到力量。
2024年,協會也在國發會公正轉型計畫支持下,首次辦理「女性能源健檢師」培訓課程」,這也是台灣淨零性別網絡的第一波永續女力培力活動。
我們察覺到,許多女性或母親在家庭與自我成長之間,她們往往只能選擇犧牲自己的學習和事業機會。為了落實「不遺落任何人」的公正轉型,並希望尋找到最需要資源的對象。因此,本次「女性能源健檢師」培力課程的招收對象不限學、經歷,但以弱勢家庭(中低收入戶、原住民、偏鄉地區、新移民、因照養家庭或扶育子女需培養彈性求職技能)的女性為優先錄取對象。
To promote a gender-responsive just transition, the Taiwan Green Energy for Charity Association established the “Taiwan Net-Zero Gender Network" in April 2024. This initiative aims to spark a Gender Wave Net Zero movement, bringing about a gentle revolution for gender equality in net-zero, empowering every woman who wishes to engage in net-zero transition, climate action, and green jobs.
In 2024, with the support of the National Development Council’s Just Transition program, the association held its first “Female Energy Auditor" training program. This marks the first wave of sustainable female empowerment activities by the Taiwan Net-Zero Gender Network.
We recognize that many women and mothers often have to sacrifice their learning and career opportunities when balancing family and self-growth. To implement a just transition that “leaves no one behind" and to reach those most in need of resources, this “Female Energy Auditor" training program has no academic or experience restrictions. Priority admission is given to women from disadvantaged households (low-income, Indigenous, rural areas, new immigrants, or those needing flexible job skills due to family care or child-rearing responsibilities).


此外,女性培訓課程也應搭配完善的規劃與設計,方能為女性職涯成長提供良好社會支持。本次活動協會也特別搭配托育服務,讓更多困在育兒或家庭照護勞動的媽媽們,也有機會成就自己。招生過程中協會原定招收40位,但報名人數就接近100位,由此也凸顯出台灣女性參與綠色工作的潛力與動能不容小覷!
Furthermore, female training programs should be accompanied by comprehensive planning and design to provide strong social support for women’s career growth. This program specifically included childcare services, offering more mothers who are tied down by childcare or family care duties the opportunity to achieve personal growth. The association initially aimed to recruit 40 participants, but nearly 100 applied, highlighting the significant potential and momentum of Taiwanese women to participate in green jobs!

11月23日培訓第二階段,我們帶領12位進入進階班的學員們實際前往社會福利機構(台灣肯納自閉症基金會和平坊)結合專業講師學習建築能效評估、以及太陽能電廠規劃繪圖等綠色技能,並在場域中進行能源健檢實作。
On November 23, during the second phase of training, we led 12 advanced trainees to a social welfare institution (Taiwan Kenner Autism Foundation Heping Workshop). There, they learned green skills such as building energy efficiency assessment and solar power plant planning and drawing from professional instructors, and conducted hands-on energy auditing practices at the site.

We believe that “the power to change the world knows no gender" and call for green job growth to also consider gender equality. The Taiwan Green Energy for Charity Association hopes to bring about a gentle energy transition and sustainable revolution by promoting the “Female Energy Auditor" training program, empowering every woman who wishes to enter the green energy industry and pursue a sustainable career. We also look forward to more partner organizations joining the Taiwan Net-Zero Gender Network to create a wave of sustainable female power together and build the future we desire!
